Included within this refuge is the Heisler Park Ecological Reserve.

In the area not in the Reserve, which is roughly that part that lies westerly of Heisler Park to the Laguna Beach city line and extends from the mean high-tide line to a line some 180 meters (600 feet) to sea, limited fishing is allowed. Ten species of fish, bonito, rockfish (Sebastodes), mackerel, perch, kelp bass, sand bass, spotted bass, corbina, halibut and croakers, as well as lobsters and abalones, may be taken.  No other fish or aquatic life may be taken.
